IMT Certification


The Industrial Maintenance Technician (IMT) certificate issued by TSSA authorizes an employee of a specified company to conduct the work on fuel-fired appliances (including piping and venting systems) with any Btuh input located at the premise of their employer.The IMT certificate is essentially a highly customized Gas Technician 1 (G.1) and/or Oil Burner Technician 1 (OBT-1) certificate that focuses the training on the equipment and work activities at the specified company.We have the qualifications, experience, and resources to complete all phases of the IMT assessment, course development, and course delivery leading to IMT certification that will serve the training needs of your company and its employees. Our success rate is over 95%.

IMT Certification

Certification Phases

The first phase of the IMT Certification process is the assessment.We will create an assessment report that defines the scope of fuel-related work conducted by your employees and compares this scope to the skills and knowledge of the candidates along with the types and complexity of equipment on-site. The assessment procedure is essentially a gap analysis comparing the IMT certification requirements to the selected scope of certificate, candidates’ qualifications, and equipment to determine the hours and content for IMT certification. The procedure established by TSSA will be employed and is submitted to TSSA for review and approval.The second phase of the IMT certification process is the development and approval of the training plan to meet the requirements of the assessment report.Basic information on fuel properties, combustion, gas supply systems, appliance types, venting, controls, flame safeguards, burner/valve train components are compiled and focus on the site-specific needs and equipment. The training plan and course schedule are submitted to TSSA for review and approval.The last phase of the IMT certification process is course delivery.The training will be conducted at your site using our portable training labs that include equipment such as flame safeguards and valve trains. We will train on your appliances wherever feasible. PowerPoint slides are utilized for the classroom sessions but a significant portion of the training is hands-on. The theory and practical assessment examinations required by TSSA will be administered to measure the employee's competency and recommend them for licensing. We bring practical, effective training to you. A practical training simulator allows for hands-on training in troubleshooting and preventative maintenance. The simulator will be brought to the plant.

Certification Information

A person who is the holder of an IMT certificate may carry out work on the equipment for which the certificate is valid and perform
any of the functions of a G.1 or OBT-1 certificate holder on which they have been trained, except the following work:

  1. Install, service, remove or replace components and accessories that form part of a refrigerating or air-conditioning unit.

  2. Install, service, remove or replace tanks. O. Reg. 215/01, s. 30 (1).

Certification Requirements

  1. An applicant only qualifies for a certificate for which the applicant has successfully completed a program approved by the director that is conducted by an accredited training provider approved by the director and registered with the designated administrative authority. O. Reg. 215/01, s. 5 (1); O. Reg. 253/08, s. 5 (1).

  2. Subsection (1) does not apply where the director is satisfied that the applicant possesses knowledge and competence with respect to each designation sought by the applicant that is equivalent to the applicant having taken the program referred to in subsection (1). O. Reg. 215/01, s. 5 (2).

  3. An applicant referred to in subsection (1) may be issued a certificate only with respect to a designation sought by the applicant if the applicant first successfully completes an examination or a series of examinations conducted or approved by the director that demonstrates that the applicant possesses the necessary knowledge and competence for each designation sought by the applicant. O. Reg. 215/01, s. 5 (3).

  4. If the applicant fails the examination or series of examinations on three successive attempts, the applicant shall successfully complete the program described in subsection (1) after making the unsuccessful attempts and before taking the examination or series of examinations again, and subsection (5) does not apply. O. Reg. 253/08, s. 5 (2).

  5. An applicant is not required to comply with subsection (1) if the director is satisfied that the applicant possesses the necessary knowledge and competence with respect to each class of certificate sought by the applicant. O. Reg. 253/08, s. 5 (2).

PMH Certification


The Petroleum Mechanic Helper Training consists of a combination of theoretical and practical (on the job) training. Upon successful completion, a certificate from TSSA will issued, renewable every 2 years.

A person who holds a PMH certificate may, without supervision, replace nozzles, spouts, hoses, breakaways, filters and belts on pumps and dispensers related to petroleum equipment. O. Reg. 251/08, s. 10As well as assisting the holder of a PM.1, PM.2, PM.3 or PM.4 certificate to perform any of the functions he or she may perform if directly supervised by the holder of that certificate. **O. Reg. 216/01, s. 14 **

Petroleum Mechanic Certification Policies and Procedures

The policies and procedures were developed and adopted by the Technical Standards and Safety Authority (TSSA), operating under the authority of the Director, under the Technical Standards and Safety Act.
The intent is to provide a set of reference points and guidelines for the training delivery organizations, examiners and the petroleum industry in general.
The original policies and procedures took effect July 1997, under the Technical Standards and Safety Act, Ontario Regulation 216/01 & Ontario Regulation 217/01.

Certification Requirements

In order to obtain a certificate from the Technical Standards and Safety Authority as a Petroleum Mechanic Helper, the requirements outlined in this section must be met.

  1. Applicants must attend a training program delivered by a TSSA Accredited Training Provider.

  2. Applicants must successfully pass the TSSA certification examination(s) for the applicable class of certificate with a minimum score of 75%.

  3. Applicants must submit a completed Application for an Ontario Certificate of Qualification.

  4. The PMH (Petroleum Mechanic Helper) certificate is a pre-requisite requirement to all PM mechanic categories.

  5. A PMH is not a prerequisite for a Site Operator (SO) endorsement. A Site Operator endorsement is not a prerequisite for a PMH.

PM.1 Certification


The Petroleum Mechanic 1 Training consists of a combination of theoretical and practical (on the job) training. Upon successful completion, a certificate from TSSA will issued, renewable every 2 years.

Someone with a PM.1 Certification is a person that may, without supervision, service and maintain petroleum equipment and systems, and accessories essential to their operation and, in so doing, may,

  1. Install and remove suction pumps, submersible pumps and related systems in accordance with manufacturer specifications and the code adoption documents referred to in Ontario Regulation 217/01 (Liquid Fuels) made under the Act and Ontario Regulation 213/01 (Fuel Oil) made under the Act.

  2. Repair and maintain suction pumps and related systems, including troubleshooting, testing, repairing and replacing mechanical, hydraulic, electrical and electronic components.

  3. Repair and maintain submersible pumps, dispensers and related systems, including troubleshooting, testing, repairing and replacing mechanical, hydraulic, electrical and electronic devices. O. Reg. 216/01, s. 10; O. Reg. 251/08, s. 6 (1, 2). REVOKED: O. Reg. 251/08, s. 6 .

  4. The holder of a PM.1 certificate may, without supervision, service and maintain any type of petroleum equipment that falls within the scope of the certificate so long as the holder has the required experience and time on that type of equipment and that experience and time are documented in a form acceptable to the director. O. Reg. 216/01, s. 10; O. Reg. 251/08, s. 6.

Petroleum Mechanic Certification Policies and Procedures

H2 Certification (Hydrogen - Coming Soon)


A person who holds an H2 certificate may do the following:

  1. Install, inspect, alter, purge, activate, repair, service or remove hydrogen appliances, equipment, tanks, components and accessories.

  2. Install, inspect, purge, activate, repair, service or remove hydrogen fuelling equipment and systems on industrial vehicles and stationary engines mounted on vehicles and motor vehicles, as those expressions are defined in the Highway Traffic Act.

  3. Install, alter, service, maintain or repair hydrogen vehicle refuelling stations.  O. Reg. 256/07, s. 8.

This Chief Prevention Officer (CPO) approved WORKING AT HEIGHTS training program has been implemented to prevent injuries and deaths from falls, even from heights of no more than 2 meters. As of April 1, 2015, the MINISTRY OF LABOUR requires that all employers ensure that their workers complete an approved working at heights training program before they can work at heights.

This is a Blended Learning course which is a combination of ‘online’ and ‘classroom’ training. Our training is fully certified by the CPO!We can also deliver training at your location for 6-12 employees…No travelling and no extra cost to you!This is Ontario’s first blended Working at Heights program!

Who Should Take this Course?

As of April 1, 2015, Ontario workers who are required to use fall protection equipment on ‘Construction Projects’, must complete a CPO approved Working at Heights (WAH) training program. If you don’t have the training you may be subjected to a ‘fine’ or could be ‘ineligible’ to work on the jobsite.

About This Training

Our training training partner YOW Canada developed Ontario’s first blended learning Working at Heights program. This comprehensive WAH program is an effective and interactive way to keep you and your employees up-to-date with Working at Heights training requirements for construction projects in Ontario. Our program delivers:Part 1 Theoretical (3.5hrs):
Basic Theory online (E-Learning) using multiple delivery methods (audio, text, video, interactive, etc.) to improve learner engagement (3.5 hours done online at the learner’s chosen pace).
This course is also compatible with most smart-phones and tablets!Part 2 Classroom Training (4.5 hrs):
Practical Training is delivered in the classroom to provide workers with the hands-on, practical experience for working safely at heights.
The Part 2 classroom date and location will be selected when activating the course. The Part 1 (Theoretical online) must be completed by the trainee before attending Part 2 (Practical Training).Runtime

Working at Heights In-Class

We have partnered with Total Rescue to provide their Chief Prevention Officer (CPO) approved WORKING AT HEIGHTS training program. The Working at Heights Basic Theory Module and the Working at Heights Practical Equipment Modules are mandatory for workers in the construction industry who use travel restraint systems, fall arrest systems or safety nets as a source of protection against fall hazards.The GOAL of this training is to provide the basic knowledge needed to recognize and avoid hazards associated with working at heights.This training program will help prepare participants to:

  • Explain their rights and responsibilities when working at heights

  • Work at heights safely and in compliance with all required regulations

  • Select, inspect, and use industry-standard personal fall arrest equipment, including a harness and lanyard

Working at Heights Basic Theory Module

The Working at Heights Basic Theory module contains the following:

  • Rights and responsibilities related to working at heights under the Occupational Health and Safety Act in Ontario

  • General hazard recognition for working at heights
